David is board treasurer for the Global Warming Mitigation Project. He is a climate policy consultant and one of the country’s leading climate lawyers. He has advised states on their greenhouse gas (GHG) regulatory authority, led efforts on federal GHG legislation and regulation, and may be the only person ever invited by both Barbara Boxer and James Inhofe to testify on these issues.
